Abstract

Sea-level rise has emerged as one of the most consequential geographical dimensions of contemporary climate change. Rising global temperatures are contributing to ocean thermal expansion and the loss of glaciers and ice sheets, producing a long-term increase in global mean sea level. Satellite observations show that global mean sea level has risen by approximately 10 centimeters since 1993, while the rate of rise has more than doubled over the satellite-observation period. NASA reported that the global mean sea level increased by approximately 0.08 centimeters in 2025, following a much larger increase of 0.59 centimeters in 2024; the year-to-year variation was strongly influenced by climate variability, but the long-term upward trend remains clear. Rising seas are particularly significant geographically because their effects vary according to elevation, coastal morphology, land subsidence, population density, economic development, infrastructure, and adaptive capacity. Low-lying deltas, coastal megacities, small island states, estuaries, and subsiding urban regions face especially high risks. Coastal vulnerability extends beyond permanent inundation to include tidal flooding, storm surges, shoreline erosion, saltwater intrusion, ecosystem degradation, infrastructure damage, livelihood disruption, and climate-induced displacement. The paper examines the physical drivers and spatial distribution of sea-level rise, identifies major dimensions of coastal vulnerability, and evaluates adaptation strategies including coastal defenses, ecosystem-based adaptation, resilient infrastructure, land-use planning, early-warning systems, and managed retreat. It argues that coastal vulnerability is not determined by physical exposure alone but emerges from the interaction of hazard, exposure, sensitivity, and adaptive capacity. Effective coastal management therefore requires geographically differentiated approaches combining climate mitigation with long-term adaptation and socially inclusive spatial planning.
